Executive Summary:

This Request for Proposals (the "RFP") is an invitation by the Government of Bermuda (the "Government") to prospective proponents to submit proposals for Tynes Bay Waste to Energy Facility - Continuous Environmental Monitoring System Refurbishment as further described in Section A of the RFP Particulars (Appendix D) (the "Deliverables").

The Government of Bermuda's Tynes Bay Waste to Energy Facility would like to enter into an agreement with a supplier to refurbish the integrated Continuous Environmental Monitoring Systems that provide measurement, analysis, record recording, data transfer and reporting of the volumes of various type of gases and particulate matter in both existing stack flues.

The supplier will be required to remove the existing equipment, prepare and modify the monitoring building and the gas tube shed, repair and reuse the flue portals to receive the new equipment, install the new equipment including all cables and connectors, test and commission the new systems.  The supplier shall provide scheduled maintenance services adn calibration of the equipment, biannually, for three years after the systems are commissioned.

Pre-Bid / Site Meeting

The bidder's designated representative is invited to attend a pre-bid meeting, the purpose of the meeting will be to clarify issues and to answer questions on any matter that may be raised at the stage of procurement.  The Government will organize a site visit.

The bidder is requested to submit any questions in writing, to reach the Contact not later than one week before the meeting.

Non-attendance at the Pre-Bid / Site Meeting will not be a cause for disqualification of a bidder.
