NOTICE BY HE THE GOVERNOR PURSUANT TO ARTICLE 5 TO THE
AIR NAVIGATION (OVERSEAS TERRITORIES) ORDER 2013 (AS AMENDED)
H. E. the Governor, in exercise of the powers conferred by article 5(1), (3) and (4) to the Air Navigation (Overseas Territories) Order 2013 (as amended) (UK SI 2013 No. 2870) (“the Order”), Hereby Gives Notice of the adoption of the following amended aviation Security Overseas Territories Aviation Requirements (“OTARs”).
- Commencement
The amended Requirements are cited as OTAR Part 178, Aviation and Cyber Security for Airports and Aircraft Operators, OTAR Part 179, Aviation Security Training and Certification, and OTAR Part 180, Aviation and Cyber Security for Regulated Agents, and shall come into force in the Territory with effect from the date of this Notice in the Government Gazette.
- Applicability and purpose
These Requirements apply to all the Overseas Territories and amendments to the Titles and contents are intended to implement and apply International Civil Aviation Organisation (“ICAO”) Standards relating to Aviation Security and Cyber Security in respect of airport and aircraft operations conducted in the Territories, and to replace such Aviation Security Notices which have previously been Gazetted.
- Publication and Access
(1). Article 5(1)(a) provides that the Governor shall publish or provide access to requirements which the Governor considers relevant to determining the Governor’s satisfaction in respect of certain matters before granting a certificate, licence, or other document issued under the provisions of the Order; save that, pursuant to article 5(3) of the Order, when to publish in relation to aviation security would be, or likely to be, detrimental to national security.

Therefore in accordance with article 5(4) of the Order, I provide access to the documents specified in this Notice (together with the relevant Overseas Territories Aviation Circulars OTAC 178-1, 179-1, 180-1) only to persons who, in the opinion of Air Safety Support International Ltd (“ASSI”), have need of that document in order to secure compliance by that person with its provisions and, in such cases, for ASSI to make that document available in such a manner and in such form as ASSI sees fit, consistent with promoting compliance with that document.
- Revocation
Any Notices relating to Aviation Security given heretofore pursuant to article 5(1), (3) and (4) are hereby Revoked.
