Government Leads Delegation to 2026 SALT Wyoming Blockchain Symposium

The Government of Bermuda is leading a delegation to the SALT Wyoming Blockchain Symposium, which takes place from August 17 to 20, 2026.

The invitation-only event is hosted by SALT and Kraken, with support from the University of Wyoming’s Center for Blockchain and Digital Innovation, and is expected to convene approximately 500 investors, entrepreneurs, regulators and policymakers from across the digital asset ecosystem.

The host organization, SALT, has been a co-producer of the Bermuda Digital Finance Forum over the past two years.

Now in its third year, the Symposium provides a platform for the Government to advance the island’s transition toward an onchain national economy and to deepen regulatory cooperation with United States counterparts. Bermuda and Wyoming have maintained a digital assets memorandum of understanding (MoU) between the Bermuda Monetary Authority and the Wyoming Division of Banking since 2021, and both jurisdictions have moved early on stablecoin adoption and public sector digital currency.

The Bermuda delegation is being led by the Premier and Minister of Finance, the Hon. David Burt, JP, MP, and includes representatives from the Ministry of Finance, Bermuda Monetary Authority, with support from the Bermuda Government Office in Washington, D.C.

The Premier will participate in a fireside panel discussion, “Social Impact Through Digital Finance,” moderated by Jamie MacLeod, Executive Chair of the Apex Foundation.

The session will cover Bermuda’s framework under the Digital Asset Business Act, the shift from attracting licensed digital asset businesses to driving adoption among residents and local merchants, and the island’s progress toward an onchain economy. The Premier will also address the results of the 2026 Digital Finance Forum Community Day, the Cabinet-approved proposals for the Government to accept and invest in digital assets, and the case for mutual recognition between Bermuda and the jurisdictions advancing their own frameworks, including the United States.

The delegation will meet with digital asset firms already licensed in Bermuda or establishing operations on the island, spanning exchanges, custodians, tokenization platforms and global asset managers, alongside senior United States regulators and legislators in attendance.

Discussions will focus on entity relocation and expansion under the Digital Asset Business Act, tokenization at the intersection of insurance and reinsurance, community adoption and stablecoin education, and comparability between the Bermuda and United States regulatory frameworks as the GENIUS Act is implemented. A second bi-lateral meeting will be held with the Wyoming Stable Token Commission to exchange updates on each jurisdiction’s digital dollar and stablecoin adoption, building on the memorandum of understanding in place since 2021 and an information sharing meeting conducted at last year’s Symposium.

Premier Burt said, “The Government of Bermuda is proud to return to the Wyoming Blockchain Symposium for a third year. Bermuda has always believed that responsible innovation is best achieved through collaboration between government, regulators and industry. Like Wyoming, Bermuda is a small jurisdiction that chose to lead rather than wait. We look forward to reaffirming our commitment to the onchain economy and fintech development, while continuing to strengthen our partnership with U.S. regulators, with the ultimate goal of attracting more institutional, digital finance business to Bermuda.”

Bermuda’s participation builds on a period of sustained activity in the island’s digital finance sector. In January 2026, the Government announced its plan to become the world’s first fully onchain national economy with support from Circle and Coinbase. In May, Cabinet approved policy proposals allowing the Government to accept and invest in digital assets within a clear regulatory structure, and legislation is now being prepared for introduction in the House of Assembly. As at the end of 2025, the Bermuda Monetary Authority licensed 50 digital asset businesses under the Digital Asset Business Act, up from 36 a year earlier.

The Bermuda delegation forms part of the Government’s broader commitment to digital innovation, regulatory cooperation, and ensuring that the growth of the sector delivers real economic opportunity for Bermudians. Outcomes from the delegation’s meetings will be shared following the Symposium.
