The Ministry for the Cabinet Office and Digital Innovation announces that Bermuda's Postmaster General, Mr Samuel Brangman Jr. (Sam), has been re-appointed as Secretary General of the Caribbean Postal Union (CPU), effective June 1, 2026.
Mr Brangman's re-appointment was confirmed during the 28th Caribbean Postal Union Conference held in Nassau, The Bahamas. In recognition of his service and leadership, he also received a Leadership Award honouring his "transformative leadership and enduring contribution to the growth and unity of the Caribbean Postal Union."
As Secretary General, Mr Brangman will continue to provide strategic leadership to the Union and serve as Secretary to the Caribbean Council of Ministers of Postal Affairs, the CPU Conference, and the CPU Management Board.
His responsibilities include recommending policies and initiatives to strengthen regional postal services; providing technical assistance to member countries; representing the Union at regional and international meetings and negotiations; overseeing the effective management of the Secretariat; and supporting postal initiatives throughout the CARICOM region.
Minister for the Cabinet Office and Digital Innovation, the Hon. Diallo Rabain, JP, MP, congratulated Mr Brangman on his re-appointment, stating:

Mr Samuel Brangman Jr. holds a master’s degree in Logistics and Supply Chain Management, a master's certificate in Project Management, and is a recognised expert in the Universal Postal Union’s Postal Security and Disaster Risk Management. His extensive experience in postal operations, logistics, and organisational leadership has contributed significantly to the advancement of postal services in Bermuda and across the Caribbean.
