His Excellency Andrew Murdoch CMG, Governor of Bermuda, is delighted to announce the upcoming visit of the Minister for the Overseas Territories, the Caribbean and Global Technology Uma Kumaran MP to Bermuda from 18 - 19 October 2026. Minister Kumaran also holds responsibility for the Ocean within her brief.
Minister Kumuran was appointed as a Minister on 22 July 2026, and this is her first visit to Bermuda. Minister Kumuran will have a meeting with Premier David Burt JP, MP before signing the Hamilton II Declaration at a ceremony at Government House. The Declaration is a joint initiative by the Governments of Bermuda and the United Kingdom to build global support for protecting the Sargasso Sea under the new United Nation’s Biodiversity Beyond National Jurisdiction Agreement (BBNJ Agreement).
The Hamilton II Declaration represents an important milestone in international cooperation to support the conservation and sustainable use of the globally important Sargasso Sea. The Declaration provides a voluntary, non-legally binding mechanism through which signatories can express political support for the future development of a collective Area-Based Management Tool proposal for the Sargasso Sea under the BBNJ Agreement.
Whilst in Bermuda, the Minister will also hold bilateral meetings, be briefed on security and defence issues, participate in a women and girls roundtable discussion on domestic violence, meet local industry representatives and visit the Bermuda Institute of Ocean Science.
