The Ministry of Youth, Social Development and Seniors has released its 2025 Annual Report, providing the public with a consolidated overview of the Ministry’s work, achievements, service delivery, legislative progress and key priorities during the year.
The report reflects a year of sustained delivery across Youth, Social Development, Seniors, Disability, Gender Affairs and Human Rights, while highlighting the increasing demand and complexity being experienced across Bermuda’s social support systems.
Throughout 2025, the Ministry strengthened legislative protections, expanded services and advanced coordinated responses in areas including child protection, youth development, domestic abuse, disability services, homelessness, financial assistance and senior care.
Key achievements highlighted in the report include:
- Implementation of the National Seniors Strategy 2024–2030;
- Publication of the Integrated Dementia Care Pathway;
- Expansion of mental health support through Financial Assistance reform;
- Establishment of the Disability Unit and advancement of the disability legislative reform pathway;
- Strengthening of the Multi-Agency Risk Assessment Conference (MARAC) and Sexual Assault Response Team (SART) safeguarding systems;
- Expansion of youth development programming through TOYA; and
- Continued development of Bermuda’s homelessness coordination framework.
The report also acknowledges pressures across the social services system, including rising complexity in youth and family cases, court-related workloads affecting the Department of Child and Family Services, reliance on overseas therapeutic placements, safeguarding and domestic abuse cases, and growing demand for senior and disability services.
“The demand on our social systems is increasing, and the complexity of the cases we are seeing continues to grow. Our responsibility is to ensure that the support we provide keeps pace with that reality,” said the Hon. Tinée Furbert, JP, MP, Minister of Youth, Social Development and Seniors.
“Throughout 2025, the Ministry maintained continuity of essential services while advancing important reforms across our programme areas. This report provides an opportunity for the public to see the progress made, understand the challenges we continue to address, and consider the work ahead.”
The report also provides context for the Ministry’s 2026/27 budget of $97.274 million, representing a 7 per cent increase over the 2025/26 fiscal year. The continued investment focuses on critical services, system coordination, and infrastructure that support Bermuda’s most vulnerable populations throughout their lives.
