The Minister of Economy and Labour, the Hon. Jason Hayward, JP, MP, today welcomed representatives of the World Intellectual Property Organization, Conci Bermuda and the Registry General to his office for a meeting to mark Bermuda’s successful deployment of a new intellectual property administration system.
The Minister met with Mr Hisham Fayed, Project Executive and Head of the Global Delivery and Support Section within WIPO’s IP Office Business Solutions Division; Mr Karamoko Darrell Dickens, Chief Executive Officer of Conci Bermuda; and Ms Kitwana Mendoza, Designate Intellectual Property Manager of the Registry General.
The meeting recognised Bermuda becoming the first country in the world to deploy WIPO’s IPAS cloud platform under the organisation’s new model.
The deployment marks the replacement of the Registry General’s legacy system for intellectual property with a modern, secure, cloud-based platform.
The new technology is modernising Bermuda’s administration of the recently commenced trademarks regime and will soon be used to provide IP services for patents and registered designs.
These future online services will also be provided by the Registry General, supporting the Government’s broader commitment to delivering modern, responsive and internationally aligned public services.
The delivery model used in Bermuda is a newly established business practice for WIPO where technical delivery is being executed by an external qualified service provider.
Conci Bermuda, a Bermuda-based technology company, has provided the platform engineering and technical delivery, working alongside the officers of the Registry General, while WIPO provides training and guidance.
Bermuda’s successful IPAS deployment enables WIPO to extend this approach to other jurisdictions seeking to adopt the IPAS platform for intellectual property administration.
Minister Hayward stated: “Bermuda is once again standing in the forefront, charting new pathways through Bermudian leadership.
“This project reflects a Government committed to modernising public services, through a successful collaboration with the World Intellectual Property Organization, and by supporting Bermudian technical capability delivering to an international standard.
“Innovation and intellectual property protection are fundamental to economic growth, entrepreneurship, and investment, and this achievement strengthens Bermuda’s position as a competitive and attractive jurisdiction in the global economy.”
Kitwana Mendoza, of the Registrar General, added: “This deployment is a significant step forward for the Registry General. IPAS will enhance our internal operations by reducing manual processes, improving customer service, and establishing a strong foundation for future digital enhancements and online services.”
Hischam Fayed, of WIPO, commented: “WIPO's programme of assistance to IP offices provides business systems, enabling them to participate effectively in the global IP system.
“It aims to help IP offices deliver better services to their stakeholders through efficient and standardised business processes for IP administration, online services with their applicants and agents, along with integration into regional and international IP systems to enable the digital exchange of IP data.
"Bermuda has become the first country to deploy WIPO’s IPAS cloud platform under the commercial self-hosting model.

The platform is entering operation through a phased transition, allowing the Registry General team to adopt the new system with continuity of service to the public.
