Today, I am proud to announce the completion of the Chelsea Apartments redevelopment at 11 Redcoat Lane North, an important milestone in the Bermuda Housing Corporation's Residential Building Programme.

For more than a decade, Chelsea stood vacant and deteriorating. Many would have looked at the property and seen a building beyond its useful life. We saw an opportunity.

Today, that long-neglected property has been transformed into five modern apartments, providing 5 newly renovated homes . . . 3 two-bedroom units and 2 three-bedroom units.

Too often, when we talk about housing, the conversation focuses exclusively on new construction. While new homes are important, this Government remains committed to increasing Bermuda's housing stock. Housing is also about making smart use of the assets we already have. Every unit we restore . . . strengthens our housing supply . . . , protects public investment . . . , and provides opportunities for families who need quality places to call home.

This redevelopment required substantial work, including the restoration of deteriorated structural elements, extensive internal reconfiguration, new kitchens and bathrooms, upgrades to electrical and mechanical systems, and comprehensive improvements throughout the building.

The result is modern . . . , durable . . . and comfortable housing that will serve Bermudians for many years to come.

Another highlight of this project is that Chelsea is a Grade 3 listed building dating back to the nineteenth century. Throughout the redevelopment, care was taken to preserve the building's architectural character while adapting it to meet modern residential standards. That is not always possible, nor is it always the right answer for every property. Every site must be assessed on its own circumstances.

Chelsea demonstrates the value of giving older buildings a second life rather than allowing them to continue deteriorating. We have shown that it is possible to respect our architectural heritage while meeting today's housing needs.

I hope this project serves as inspiration to property owners across Bermuda. Too often, older and historic buildings are viewed only in terms of the challenges they present. Chelsea demonstrates that . . . , with vision, . . . commitment and the right investment . . . , these buildings can once again become valuable community assets.

With an approved budget of $2.7 million . . . this project represents a significant but worthwhile investment in both housing and asset preservation. And . . . I am very happy to say this project has come in under budget!

Rather than demolishing and rebuilding, we chose rehabilitation, renewal and responsible stewardship of a public asset.

I would like to thank the Bermuda Housing Corporation, the project team, Millwood Construction, Crisson Construction and everyone involved in bringing this project to completion.

Their hard work, dedication and professionalism have transformed a vacant and deteriorating property into quality homes for Bermudian families.

Chelsea reminds us that progress is not measured by turning over soil or cutting a ribbon. Those are important moments, but they are only the beginning. Real progress is measured by results.

Real progress is taking a property that sat vacant for more than a decade and bringing it back to life. Real progress is creating homes for families, strengthening neighbourhoods, preserving valuable community assets, and delivering outcomes that improve people's lives.

That is what Chelsea represents . . . not a promise, not a plan, and not an artist's rendering.

It is five completed family homes, twelve bedrooms added to Bermuda's housing stock, and a once-neglected property restored to productive use for the benefit of Bermudians.

Today, Chelsea stands as a tangible example of progress, and I am proud of what has been accomplished.

Thank you.
