Public Advisory: New European Union Customs Requirements for Parcels Effective July 1, 2026

The Bermuda Post Office advises customers sending parcels to countries within the European Union (EU) that new EU customs requirements will take effect on July 1, 2026.

Under the European Union's Customs Reform measures, the existing low-value exemption for commercial goods will be removed. As a result, all commercial parcels sent to EU member countries, including business-to-business (B2B) and business-to-consumer (B2C) shipments, will be subject to additional EU customs charges.

Customers should be aware of the following changes:

  • Each package or parcel declared on a CN22 or CN23 customs declaration form to a EU country will be subject to a €3 EUR customs charge.

  • The charge will apply regardless of the value of the goods being mailed.

  • Gift parcels exchanged between private individuals are currently exempt from this new charge.

  • The European Union has also announced plans to introduce an additional handling fee from November 2026. The amount of this fee has not yet been determined.

  • Individual EU member states may also introduce additional national fees before November 2026.

To minimise delays, customers are encouraged to complete all customs declarations accurately, ensuring that each item is clearly described and its value correctly declared.

The €3 customs charge will be collected through the Zonos prepayment platform, consistent with the current process used for eligible goods and merchandise mailed to the United States.

The Bermuda Post Office will continue to monitor developments and will provide further updates as additional information becomes available.
