Mr. Speaker,
On Wednesday of this week, after an extensive and meticulous search by Bermuda College's Presidential Search Committee, which comprises governors, alumni, faculty, staff, and student representatives, the College announced Dr. David Sam as its seventh president. He will assume his role on August 5, 2024, just before the start of the new academic year. This search was the second of its kind after the first search that began in late 2022, which did not result in the appointment of anyone. After this first search, some adjustments were identified and made to ensure a wider net could be cast to attract more candidates.

Having had the opportunity to engage with all the candidates, I was genuinely impressed by their vision and capabilities. Dr. Sam's experience and leadership will be invaluable as we continue to build on Bermuda College's legacy and develop and execute its next strategic plan, including leading the Bermuda College through its upcoming 50th-anniversary celebrations.

As will be, many others, I am disappointed that Bermuda College will appoint a non-Bermudian as President. This follows the retirement of the last president, a Bermudian who announced her intention to retire just over two years ago. While there is a succession plan, it did not adequately prepare anyone to apply for the position of President. As a result, the Board, led by its recently confirmed newest Chairman, fully understands the need for a robust and sustainable succession plan to identify and develop Bermudian talent for all senior-level positions. This will be part of the new strategic plan for Bermuda College, which is currently being developed.

The government, in its unwavering commitment to Bermuda College, has implemented robust support programs such as the College Promise program, dual-enrolment opportunities, and a consistent annual funding grant of $300,000 for financial assistance since 2017. These initiatives have significantly contributed to the College's ability to provide accessible and quality education. I am confident that under Dr. Sam's guidance, Bermuda College will usher in a new era of growth and innovation, further solidifying its role as a cornerstone of higher education in Bermuda.

Dr. Sam's appointment, a testament to the Board of Governors' unwavering confidence in his leadership ability, marks the beginning of a new era of positive transformation at Bermuda College.
