Executive Summary:

This Request for Proposals is an invitation by the Government of Bermuda to prospective proponents to submit proposals for an IT Solution for Environmental Health.

The Environmental Health Unit of the Government of Bermuda is based within the Ministry of Health and the Department of Health. The Unit is divided into 3 sections:

  • Environmental Health
  • Occupational Safety and Health
  • Vector Control

An IT solution is required for the entire unit covering:

  • All records - inspections, visits, investigations, actions taken (formal and informal - verbal / written warnings, legal notices, prosecutions, seizures, detentions etc.), service requests, complaints, samples.
  • The production of all required documentation such as informal and formal letters, legal notices, licenses, certificates (fumigation, asbestos, ship sanitation etc.).
  • The production of performance management and other reports for management and others on all work carried out by the unit.
  • Mobile working by officers in the field.
  • Billing and accounts receivable functionalities with the ability to interface with the Bermuda Government's accounting system J D Edwards Enterpriseone. 
  • Access by the public for online payments of fees, submission of requests for service, submission of applications etc. 
  • The system must comply with the Personal Information Protection Act (PIPA) laws.

The successful proponent will be responsible for:

  • Migration of data from any existing systems such as excel spreadsheets, Share point and Bermuda Environmental Health Data System.
  • Production of templates for all documents - letters, licenses, certificates etc.
  • Project Management and support during preparation up to the system going live and following the live date to ensure successful bedding in and individualization of the product for the specifics of the Bermuda Environmental Health Unit.
  • Training of staff on how to operate the new system.
  • System fully hosted and managed by the provider. The Government should not have to purchase any additional servers.
  • System fully integrated with other Government systems such as to allow online payments etc. and linkages to email systems
  • Updates provided for legislative changes
  • Upgrades provided remotely
  • Access to a support team
