Annual Conference of the International Association of Prosecutors

The 30th Annual Conference and General Meeting of the International Association of Prosecutors (IAP), held in Singapore from September 7th to 10th, 2025, brought together over 450 participants from approximately 90 countries sharing knowledge and insights to explore the developing role of the prosecution service in today’s rapidly evolving criminal justice landscape. Bermuda’s prosecutors proudly took centre stage, under the theme “The Versatile Prosecutor”, represented by the Director of Public Prosecutions (DPP), Ms. Cindy Clarke, Acting Deputy Director of Public Prosecutions, Mr. Adley Duncan, and Acting Senior Crown Counsel Mrs. Shaunte Simons-Fox.

The conference focused on the specialist expertise and cross-cutting capabilities necessary for prosecutors to address challenges such as new technologies used in crime, as well as legal education and training, mental wellness and resilience, international cooperation, and asset tracing and seizure. 

Mr. Adley Duncan addressed the Conference on the opening day, and discussed innovation, strategy and legislative intervention required to confront emerging criminal threats brought on by the development of artificial intelligence, in a Plenary Session entitled “Turning the Tables on New Forms of Crime”.

Mrs. Shaunte Simons-Fox presented unique insights in a Special Interest Session on “The Ethical Tightrope”, where she explored appropriate ways to navigate the moral issues and professional pressures prosecutors face, using Bermuda as a case study.

The DPP chaired the Plenary Session, which covered Strengthening International Cooperation and highlighted best practices and modern approaches to overcoming barriers to cross-border collaboration.

Both Mr. Duncan's and Mrs. Simons-Fox's presentations were extremely well received by the international audience, earning praise for their insight, professionalism, and forward-looking perspective.

In a watershed moment, Ms. Clarke was elected to the Executive Committee of the IAP, becoming the first Bermudian ever to hold this prestigious role. The Executive Committee helps set the strategic direction of the Association, which is the only worldwide body of prosecutors.

“This election is both a great honour and a reflection of Bermuda’s strong voice in the global prosecutorial community,” said Ms. Clarke. “Our team’s participation shows that Bermuda has much to contribute to the international conversation on justice, accountability, and cooperation. With three prosecutors contributing at the highest levels of the conference, Bermuda’s representation at the global level was outstanding. Bermuda’s delegation made a powerful impression.”

His Excellency, The Governor, Mr. Andrew Murdoch CMG, applauded the DPP, saying,  “Congratulations to Ms. Clarke on her election to this prestigious body. It is a well-deserved recognition of her talent and expertise as Director of Public Prosecutions. Having the DPP recognised in this way also reflects on the high quality of her team of prosecutors, and we should celebrate Bermuda being represented on the global stage. The island should be rightly proud that Bermuda has a voice in such a forum, contributing their experiences, insights and ideas to help shape global standards in prosecution.”
