Senior Public Servants Complete Advanced Leadership Development Programme

The Executive Leadership Programme provides targeted development for those at the highest levels of the public service and recently, the Public Service celebrated 24 public officers who successfully completed the transformative programme.
The senior level training and development initiative is designed to prepare participants for roles such as Department Heads and Permanent Secretaries.
The recognition of the 24 public officers is considered a milestone achievement in their career development, and underscores the Government’s commitment to building a modern, high-performing Public Service rooted in excellence, accountability, and continuous improvement.
The Executive Leadership Programme is delivered in two tiers: the Management Training Programme, completed by seven participants, and the Main Leadership Development Programme, completed by 17 participants. Both levels incorporate a blend of technical knowledge and practical learning experiences through job shadowing, cross-ministry projects, and strategic reassignments.
“The completion of this programme represents more than just personal achievement, it marks a strategic investment in Bermuda’s future,” said Minister Diallo Rabain, JP MP, Minister for the Cabinet Office and Digital Innovation.
“Our public servants have demonstrated resilience, curiosity, and a commitment to service that will help in creating a more responsive and people-centred Government.”
Cherie Whitter, Head of the Public Service, also offered her congratulations saying, “This programme aligns with our Public Service reform goals and the leadership competencies we are cultivating at the executive level, particularly in innovation, collaboration, and continuous improvement. The officers should be immensely proud of their accomplishments. Their dedication reflects the very best of public service and the shared ambition we hold to advance a public service that meets challenges and serves people effectively. This achievement not only enhances the professional growth of individual participants but also delivers broad value to the country. By strengthening the capabilities of Bermuda’s senior public servants, the Government is laying the foundation for more innovative policy development, better service delivery, and a more agile and accountable Public Service. The Government of Bermuda congratulates all 24 public officers for their dedication, professionalism, and commitment to leadership excellence.”
