Contract Tendering System  

Government is committed to:

The aim of open tendering

The Ministry calls on the services of companies and individuals to carry  out much of its construction work and uses the traditionally accepted method of competitive tendering. Our aim is to operate the best and fairest tendering system, one that embrace as a wide and unrestricted range of tenderers.

System

We will:

  • Make use of tenderers who are appropriate for the intended work. 
  • Utilise tenderers who are interested and available. 
  • Be flexible enough to accommodate new companies, cotractors and individuals. 
  • Allow tenderers to bid for the value of work they are interested in.

 With this in mind, the Ministry has adopted a system that allows easier access to its work. There is no need to be on an approved list; there are no detailed forms to complete.  It is, in other words, a system of Open Tendering.

The Procedure

Large Projects

Large projects are advertised in the local press describing the type of work and type of contractors required. Tender documents are made available for collection at the Ministry reception area, on the 3rd floor Post Office building where there is also a box provided for depositing bids. Tender documents include details outlining  the work. Requirements vary, depending on the type of project.

This is the procedure for projects over $25,000 which is the majority of Ministry work.

Occasionally, on extremely large or specialist work, contractors are asked to pre-qualify before tender documents are issued. But again the opportunity to pre-qualify is unrestricted.

Small Projects

To maintain value for money, the work valued at below $25,000 is treated slightly differently. For work of this value, it is not economic for the Ministry or for contractors to have a tendering procedure that is too involved.

Much of the work in this category is often of an emergency nature.

So the Ministry approaches firms that it knows are competent to do the work. A rotation system is used and records are kept of quotations to ensure competitiveness.

Contractors interested in work of this kind are encouraged to contact the Purchasing Officer.

The Policy

To conduct business openly and without restrictive practice

The Ministry will strive to obtain quotations from qualified Bermudian companies.

To ensure fairness

Quotations and tenders will be considered equally, with evaluation based on price, identical requirements and past performance.

To give preference to bona fide Bermudian businesses

The additional value of local service and support will be considered when comparing local quotations with those from overseas.

To conduct business with those able to meet Ministry standards

To maintain a high level of performance, the Ministry will ensure that existing standards are met particularly in regard to work specifications and Health and Safety.

To achieve value for money

The Ministry will achieve maximum value for money considering price, standard, quality and life-cycle performance.
