What do they do?
The Parliamentary Registrar does everything related to elections in Bermuda. This includes:

managing and conducting all parliamentary elections, municipal elections and referenda in Bermuda

maintaining the voters list (known as the Parliamentary Register) and issuing voter registration cards

maintaining a business ratepayers’ register for the municipal areas of Hamilton and St. George’s
-
issuing apostille certificates on behalf of the Deputy Governor’s office
